Always ready to extend help and support in response to the needs of libraries and information center in academic and government libraries in select areas of CALABARZON, the Chief Librarian, Lilian Rabino, shared her knowledge, expertise, and experience in her field of work.

Her initial speaking engagement for the school year 2016-2017 took place on September 8, 2016 when the Librarians Association of Quezon Province-Lucena (LAQuep-LInc) invited her on their 10th Year Founding Anniversary at St. Jude Multi-Purpose Cooperative, Coop Hotel and Event Center, Tayabas City. Rabino focused on the topic "Transforming Libraries: Valuing Best Practices."

Her next stint was followed by a presentation on "Training on the Management of Mobile Library." It was an eventful gathering that was appreciated by the Municipality of Rosario, Province of Batangas last February 20, 2017. It brought municipal workers of Rosario ideas on how to implement Bookmobile project for the identified barangays. Basic organization and management of Bookmobile materials and how to make it functional were comprehensively discussed with the participants.

A month after, March 20, 2017, through the initiative of LRMDS team, the Chief Librarian was invited by the group of teacher-librarians and principals of the DepEd-Division of Batangas and supported the quest of DepEd to establish Learning Centers in all schools as stipulated in DO no.6, s 1998. She discussed  "Establishing Linkages, Creating Librarie ".

Rabino considered it an immense honor and privilege to assist and equip other librarians and teachers the necessary skills and knowledge in managing learning resource centers, mentor them in organizing materials the simplest way, give them insights on the importance of libraries and librarians, provide them tips in planning fun and engaging activities for students, and build linkages among different organizations for their libraries to fully function.
