  VPAD Presents Operating Principles

The Vice-President for Administration (VPAd), Mr. Rex Torrecampo, presided over an assembly of administrative services personnel on 23 May 2006 at the Audio-Visual Room 3 of the Sen. Jose W. Diokno Building. The assembly was held to enable the VPAd to present operating concepts which he expects managers and supervisors of the division to use as guides in daily operations in the coming schoolyear.

Present during the assembly were managers, supervisors and key personnel of the Finance, Human Resource, Central Purchasing, Information Systems, Marketing Communications and General Services Departments.

During the assembly, Torrecampo presented his concept of team play, saying that he expected personnel of the division to function like a "well-oiled car," rolling along the road that leads to the attainment of the mission-vision. He called employees the most institution's most important resource and directed managers to inspect work areas, provide for balance between work and rest and ensure continuous learning, formal or otherwise.

Citing the "Principle of the Shovel," Torrecampo said that if the managers wished personnel to dig holes in the ground, they should be provided with shovels. He warned, however, that the shovels should not be made of gold, and that, as managers, their task was to make sure that the holes get dug.

Torrecampo also presented his concepts of, among other things, empowering employees to make decisions at their respective levels, subject to consultations whenever needed; professionalism and love for one's job; the "how-to-do-it" versus the how-not-to-do-it" mentalities whenever a new idea comes along; and a pro-customer attitude in the performance of everyone's functions.
