    First Local Educational Congress in Reading
    This multi-sectoral educational congress in reading was convened to discuss the strengths and weaknesses of primary education in the city and develop a consensus on priority reforms that the community will undertake, particularly in the area of Reading. Highlights of the congress include (I) a discussion on the state of primary education in Lipa City, with special emphasis on reading performance; and (ii) a presentation of the Strategic Educational Plan for Reading and discussions on its components and activities. The congress participants were composed of the Reading Experts Team and representatives from the Department of Education, LGU officials and the Barangay Captains of Lipa City. The congress was held at the MTDC Auditorium at De La Salle Lipa on 12 June 2003. There were 60 participants.
