Through the efforts made by former De La Salle Lipa President, Brother Rafael Donato, FSC and former Finance Undersecretary and Ford Foundation Program Officer, Dr. Milwida Guevara, an education program was proposed in Lipa City with a four-year funding source from Ford Foundation. The project was aptly called Project K where “K” stands for Karunungan Para sa Kinabukasan ng Kabataan (Knowledge for the Youth’s Future).
Project K was publicly launched in Lipa City on September 1, 2002. The reading program is the result of the collaboration of three institutions in Lipa City – the city government through its Local Chief Executive, Mayor Vilma Santos, De La Salle Lipa, headed by its president Brother Rafael Donato, FSC and the Department of Education, represented by the City Schools Division Superintendent Dr. Cristeto Pamplona. The guiding principle behind this formidable team is RA No. 9155 (Governance of Basic Education Act of 2001). One of the goals of this republic act is to equip local government units with the knowledge and skills that will enable them to have greater involvement in education of children through the local school boards. Through the local school boards, the education sector can be better supported by local government units and therefore will provide better quality education.
