A Project on Improving Reading Proficiency in Lipa City

  Overview

Lipa City community recognizes the importance of developing its human capital in the efforts to reduce poverty and promote sustainable development. Likewise, the community believes that a good early childhood education should be given emphasis to ensure optimal intellectual development of young children. Basic education is provided free to the Lipa City youth through public elementary schools. However, the quality of education is still wanting and interventions can be introduced to address its weakness.

From the OFFICE OF THE PRESIDENT
DE LA SALLE LIPA

OFFICIAL STATEMENT:
DE LA SALLE LIPA´S STAND ON PROJECT K WORKBOOKS
July 14, 2010

This Official Statement is released to address the issue raised in the Inquirer article entitled “The workbooks that need more work” (front page, 12 July 2010 issue). The workbooks in reference are the Grades 1 – 6 Project K Language and Reading Workbooks that were developed by volunteer elementary public school teachers in 2004 as part of Project K implementation covering the period from 2002 to 2006.

Project K (Karunungan Para Sa Kinabukasan ng Kabataan) was an education reform program funded by the Ford Foundation. De La Salle Lipa, together with the City Government of Lipa and the Department of Education – Division of Lipa played an active role here. It is the program's desire to improve the literacy rate in Lipa City by strengthening the basic education services for the children and youth of Lipa City specifically in reading proficiency.

As new President and Chancellor of De La Salle Lipa, I have initiated the process to investigate the matter. I have personally looked into the workbooks in question and, indeed, I have noted a few errors. A meeting with Synergeia and DepEd-Lipa City will be arranged to find out how the errors can be corrected.

It is at this point that I wish to reiterate the value of intellectual honesty and accountability to materials that we produce especially for published materials. This is part of the call towards Katapatan and Kaayusan, guiding virtues that I shared with the community during our institutional general assembly at the beginning of the school year. Relatively, all inquiries about this matter should be referred to the Office of the President.

Let this circumstance serve as an opportunity to further intensify collaborative work to serve the youth entrusted to our care and remind us of the great accountability all of us bear when we are entrusted with God's work for His people.

Fraternally,

Br. JOAQUIN S. MARTINEZ FSC, D. Min.
President and Chancellor, De La Salle Lipa
